On the DOD and its inability to achieve greater audit compliance:
I am no where near a green eye shade kind of guy, but it seems like accounting and financial management is such a major part of the commercial and industrial world we live in, I just do not understand how the DOD can fail audit after audit. Anything you can offer as to why this occurs?
Maybe all promotions should be stopped at colonel and above until this area improves ??? !!!
As a retired defense contractor employee I participated in a few audits of our contracts, but nothing involving DOD assets directly.
What in your view would happen if we did away with "winner take all" elections and gave greater proportional representation a chance? Still two main parties with a more centrist positioning? Multiple coalitions forever vying for support from their peers, sometimes for poor quid pro quo agreements? [Don't we kind of have that now? But with little desire to compromise?] I am drawing a blank on exactly how that might work with our mix of local, state, and federal jurisdictions and elections, but obviously other countries do it somehow. What am I missing?
[If I understand the arguments against rank choice voting properly, I am not in favor of it, vs. accepting the possible necessity of having run off elections to achieve a final decision.]
