I think we'll find carbon-based life in the Solar System, though it is hard to see how what develops in the oceans of Enceladus or Europa or Titan could go on to develop radio technology. So in that sense Earth was fortuitous that the surface was also hospitable to life.

This line of thinking was set out back in the 1980s. I was recently reminded of this when looking at Extropy #6 (published 1990) in which we reviewed Order Out of Chaos by Prigogine and Stengers. Despite that understanding, creationists continue to claim that the Second Law of Thermodynamics prohibits evolution.
